Proposed SEND reforms

The failing SEND system was not the result of weeks or months of mistakes. It has been years of continual warnings and neglect, failing children and families. Children lacked vital support. Schools were ill-equipped to offer the best opportunities. Family members often felt they were failing their children—though, of course, it was the system failing them.

I have been fortunate to receive first-hand testimonies from many parents, groups, sector leaders, and children themselves about the consequences of these failings.  The government have now published its long-awaited white paper. The paper sets out the government’s vision for schools and SEND reform to support every child in achieving and thriving.

The document is extensive, and there is much to welcome at first glance. Early intervention is a key theme, along with the inclusion of a SEND professional in Best Start Family Hubs and targeted support from Speech and Language Therapists and Occupational Therapists. Greater powers to intervene with failing local authorities are also proposed, aligning with longstanding requests from local parents in Worcestershire. Substantial funding promises are attached, which is encouraging.

Nevertheless, it is essential to scrutinise the policies during consultation, especially around reassurances that children's rights will be strengthened. Recruitment of qualified Occupational Therapists, Education Psychologists, and Speech and Language Therapists remains a crucial concern given their scarcity.

Parents of children with SEND continue to face significant challenges within a system that has been difficult to navigate and often unresponsive. As a father, I am moved by their dedication, though it is clear that such struggles should not exist. It is vital to examine the white paper thoroughly and objectively. I urge everyone affected—especially parents—to make their voices heard during this consultation.

This marks the beginning of an important process, and I am committed to engaging parents throughout. Following numerous meetings with the Minister and the Secretary of State, who I know share the same determination, I remain hopeful that we are finally embarking on a journey toward meaningful change in the system for children and their parents.
